Apex Consulting was engaged by the World Bank Group to support the Ethiopian Investment Commission (EIC) and other public agencies to simplify and streamline foreign investment related processes in Addis Ababa using process mapping and reengineering techniques.
We have visited the Ethiopian Investment Authority, Ministry of Trade, and other government agencies in Addis Ababa to document, map and evaluate current core procedures such as:
- Investment permits
- Commercial registration
- Name reservation
- Tax registration
- Bank account obtainment
Apex provided specific reform recommendations to the concerned authorities on the basis of global best practices and previous experiences in similar economies in order to:
- Streamline foreign investment-related procedures through process mapping, simplification, rationalization, and where possible and desirable, automation. This concerns procedures that are the responsibility of the EIC as well as those that are undertaken by other public agencies.
- Increase the consistency and predictability of foreign investment-related procedures by narrowing the gap between investors’ and government’s experience in going through these procedures.
- Establish one-stop shop branches at industrial zones.
